PEC Update- 4 Dean Soloman Pleads Guilty to 4 Counts of Animal Cruelty. She was sentanced on December 5th. More details on her sentance coming soon. We still have a few of the PEC horses, one of whom is recovering from surgery- a very expensive vet bill has been left with SERR but the filly is doing excellent- she is one of the lucky ones.
May 2008
On Monday, May 5th, Dean Soloman had a hearing for her Conditions of Release. The presiding judge required the following conditions of release for Dean Soloman:
1. A cap of 33 total horses under the defendant's care/control on all properties (this is the current number she has)
2. Allow Animal Control and Code Enforcement unfettered access to her property and rental properties to inspect conditions and horses
3. Should an "emergency" rescue become necessary where the defendant feels she "needs" to save a horse, she must give notice to the State before acquiring the horse
4. Follow all city and county code regulations
5. Provide proof to the State of pasture seeding
6. Provide proof to the state of feed purchases
7. Provide proof of veterinary and Ferrier care of horses upon request

(or cruelty/neglect at PEC) you can also email us and we will connect you with the proper authorities.
After many requests for information on a special group of horses, we have added this page regarding the rescues from PEC that Serenity has taken in. We could really use help from anyone willing to contribute to care for these horses. The feed costs, vet bills and medical costs have been overwhelming.
Patricia has absorbed all costs, with some donations coming in, but we are in need of more. We took in these horses to give them a second chance, we appreciate your help.
The following is Patricia Clarks statement regarding PEC:
"Hi, I am the owner of Serenity Equine Rescue and Rehabilitation. I have been working on the PEC case since last May. I have taken 22 horses from PEC, the last 10 were released to my custody in Feb of this year with Animal Control standing by.
We had all the horses evaluated by a vet upon arrival and the vet stated in her reports that the horses suffered from "severe neglect and animal cruelty". We took pictures of the issues with each horse and documented everything. We also have been collecting statements from people who have had experiences with Dean. We prepared a binder of documentation , vet reports, pictures of all the horses and their specific problems, signed statements from people who had experiences with PEC/Dean and gave all of it to AC.
Friday of last week AC sent Probable Cause paperwork to the prosecuting attorney's office and this past Tuesday Dean was charged with 4 counts of 2nd degree animal cruelty with maybe more to come...Her arraignment date is April 29th. We have been rehabilitating the horses and many still have along way to go. Serenity is really struggling to care for all the horses and I am in need of some support. I would be grateful if you could share this story with the horse community.
Patricia Clark, President of Serenity Equine Rescue and Rehabilitation
